
The National Action Plans was developed and implemented under wartime conditions. The implementation of NAP is localized at sectoral, regional, and local levels. The updated NAP of 2022 significantly strengthened activities aimed at countering conflict-related sexual violence (CRSV) and providing assistance to all categories of victims related to Russia’s full-scale invasion. The capacity of the security and defense sector has been enhanced, with over 130,000 women now involved. The network of specialized support services for survivors of domestic and gender-based violence includes 853 services, of which 16% (136) were launched after Russia’s unprovoked full-scale invasion. Additionally, Ukraine adopted the Law “On Amendments to the Code of Ukraine on Administrative Offenses in Connection with the Ratification of the Istanbul Convention”.
