
Spain’s second National Action Plan was elaborated in coordination with all the Ministries and public institutions involved in the Women, Peace and Security (WPS) agenda through an inter-ministerial group and in consultations with civil society organizations.
The second NAP (2017-2023) has the following objectives:
- Integrate a gender perspective in conflict prevention, management and resolution and peacebuilding,
- Women’s meaningful participation in decision-making processes related to conflict prevention, management and resolution,
- Ensure the protection and respect for the human rights of women and girls in conflict and post-conflict situations, and
- Effectively introduce a gender perspective in the definition of concrete measures for the reparation and recovery of conflict victims.
Each objective is reflected in concrete actions and has monitoring indicators. It includes four thematic areas: Sexual violence in conflict and gender-based violence, refugee women and girls, gender and prevention and countering violent extremism and terrorism, and trafficking in women and girls.
Spain is especially committed to promoting the WPS Agenda in international organizations (United Nations, European Union, NATO, OSCE, among others) and in seven countries and geographical areas (Afghanistan, Mali, Central African Republic, Colombia, Palestine, Lebanon and Ukraine).
