Spain’s second National Action Plan was elaborated in coordination with all the Ministries and public institutions involved in the Women, Peace and Security (WPS) agenda through an inter-ministerial group and in consultations with civil society organizations.
The II WPS NAP’s main objective is to contribute to guaranteeing the protection of the human rights of women and girls and their substantive participation in conflict prevention and peacebuilding. The Government, Parliament and Spanish citizens, through the organizations of the civil society, women’s organizations, universities and think tanks, participate in its implementation and follow-up.
The implementation of the II WPS NAP has been reviews in two reports: the mid-term follow-up report (presented in Congress in December 2022) and the final report (to be presented soon in Congress).
The final report of the II WPS NAP positively values the Spanish political will at the highest level; the recognized leadership of Spain in all forums related to the WPS Agenda; the training efforts and their contribution to the mainstreaming of the gender perspective; as well as the transparency and accountability, ensured by the presentation of reports in Congress. On the other hand, the lack of a systematic information collection tool that feeds the indicator system does not allow reliable quantitative data to be extracted and the lack of a specific allocation of funds is the main obstacle for the effective application of the WPS Agenda.

Spain adopted a Feminist Foreign Policy in 2021.
