The Philippines’ NAPWPS 2023–2033 is implemented through a collaborative WPS ecosystem led by the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), mobilizing the National Steering Committee on Women, Peace and Security (NSCWPS) and supported by the Women, Peace and Security Center of Excellence, civil society, the private sector, and international partners to advance the WPS, Youth, Peace and Security (YPS), and Indigenous Peoples (IP) peace agendas across governance and security systems down to the barangay.
The NAPWPS 2023 – 2033 builds on lessons and challenges identified in the third‑generation NAPWPS (2017–2022), while consolidating key gains such as increased participation of women in all their diverse and intersecting identities in peace processes, particularly in the Bangsamoro. Women’s and youth’s meaningful involvement in decommissioning, peace negotiations, and the drafting of the Bangsamoro Organic Law elevated the leadership and concerns of indigenous women. Implementation of the NAPWPS 2023 – 2033 has been reinforced through high‑level convenings, including the 2024 International Conference on WPS, which adopted the Pasay Declaration on WPS, and the 2025 Philippine Conference on WPS, which reflected on 15 years of implementation and future priorities.
