Montenegro’s Ministry of Defence, in cooperation with other relevant state bodies and NGOs (19 entities) within the Working Group for the implementation of UNSCR 1325, have the role of initiator and authority for monitoring and reporting on the implementation of activities defined in National Action Plans (NAPs). The priority of the previous and current NAP have been the implementation of three key areas for achieving the goals of UNSCR 1325, as follows:  

  1. Increasing women’s participation in decision-making and peace processes; protection of women and girls in conflict zones; 
  2. Integrating a gender perspective and gender education into peacekeeping operations.  

NAPs have been implemented in two-year programmes. The programme for NAP implementation for the period of 2021-2022 will be drafted based on the new Government Methodology for developing policies and drafting and implementation of strategic documents. The budget for the first NAP was 40,000 euros. Similarly, the budget for the programme for the second NAP that covered the period 2019 to 2020 was 40000. An example of partnership formed during NAP implementation is the establishment of the Intergovernmental Team of Women Networking in the Security Sector.
