Following the successful implementation of Malta’s first National Action Plan (NAP) on Women, Peace and Security (WPS) for the period 2020–2024, Malta launched its second NAP in December 2025. The new plan was developed through extensive consultations with a wide range of stakeholders, including Government ministries and entities, disciplined forces, academia, and civil society.

Covering the period up to 2030, the updated NAP aims to deepen national understanding of the WPS agenda and strengthen the integration of gender perspectives across the work of all relevant stakeholders, including uniformed personnel. It also seeks to enhance the evidence base informing policy and action in this field.

 The NAP is anchored in four core pillars:

  •  Promotion: Increase awareness of the WPS agenda and strengthen gender perspectives in policy, education, and international engagement.
  • Prevention: Implement strong measures against gender‑based violence, harmful norms, and online abuse, with targeted protection for vulnerable groups.
  • Participation: Boost women’s leadership and representation across public life, including security, diplomacy, and peacebuilding, while supporting diverse and youth voices.
  • Relief and Recovery: Ensure humanitarian and recovery efforts are inclusive and gender‑responsive, supporting survivors, displaced women and girls, and those facing multiple vulnerabilities.
