
The second national plan for Security Council Resolution 1325 for the year (2021-2024) included the pillars of the aforementioned resolution, in addition to implementing the provisions of the joint statement between Iraq and the United Nations on preventing sexual violence during conflict. It included:
- Participation: With the aim of enhancing women’s participation in leadership and decision-making in a way that enhances security preservation and peace building.
- Protection: Protecting women and girls affected by conflict from all forms of violence and ensuring that its perpetrators do not escape punishment.
- Prevention: Promoting risk prevention before, during and after conflict and supporting an environment free of violence.
The plan sought to implement (9) objectives:
- The effective participation of women in achieving and sustaining peace.
- Integrating women into relief efforts and all stages of reconstruction at the national and local levels.
- Increasing the percentage of women in executive committees (Kurdistan Region).
- Ensuring the protection of women and girls, especially inside camps, displacement sites and areas of return.
- Achieving accountability and justice so that perpetrators do not escape punishment.
- Protecting women and girls affected by conflict from sexual violence as a tool of war and reintegrating them into society.
- Creating a safe environment for women and girls and a supportive society based on coexistence and rejection of violence.
- Incorporating the concept of prevention in conflict situations within official institutional frameworks.
- Increase the resilience of conflict-affected women through livelihood opportunities and access to services in their communities.
