
The National Action Plan has emphatically contributed to strengthening national legislation, mechanisms for women, and the coordination of institutional initiatives that have generated internal changes in public management. Based on this account, a first progress report was conducted during 2018, identifying among the main results over 80 processes of initial, ongoing, and specialized training related to women’s human rights within national institutions.
The monitoring of Guatemala’s National Action Plan is carried out through the Interinstitutional Roundtable on Women, Peace, and Security (MIMPAZ), established on April 18, 2023. Various state institutions participate in this roundtable, with the support of Civil Society and UN Women. This roundtable is one of the fundamental pillars for interinstitutional coordination, for the development of public policies, and for the formulation of plans, programs, and projects related to the implementation of Resolution 1325 and its related Resolutions.
Gender equality policies
On April 11, 2024, Dr. César Bernardo Arévalo de León, President of the Republic of Guatemala, presented the Military Women’s Policy of the Guatemalan Army, which highlights the importance of women’s participation in significant decision-making spaces, as well as the country’s commitment to creating opportunities that allow women to be builders of their development, empowered, and with new and better capacities. The above is sought through actions such as promoting women in both civilian and military areas, encouraging their participation in areas such as science, education, and politics.
Currently, 3,095 women are part of the ranks of the Guatemalan Army. Since January 31, 2024, four women from the Army have been called to assume new positions. The first was Colonel Hilda González Klusmann, who assumed command of the Regional Training Command for Peacekeeping Operations (CREOMPAZ). Likewise, Karen Silvana Pérez Meléndez took charge of the Military Industry; Ana Patricia Prado Barahona assumed leadership of the Military Health Service, and Verónica Eulalia Doño Lobo was appointed Director General of Human Rights and International Humanitarian Law of the Ministry of National Defense of Guatemala.
