The overall Swedish priority is to make visible and strengthen women’s influence and meaningful participation as actors for peace and security. To enable increased participation, a holistic approach to peace and security is required in which the activity must be based on and integrate gender perspectives and conflict analysis.
The fourth National Action Plan clarifies priorities and establishes an overall strategic focus of Sweden’s WPS engagement. The plan also identifies who, i.e. which actors, will implement the plan. The new NAP places further emphasis on thorough integration of the WPS agenda into implementing agencies’ ordinary activities and budgets. The fourth NAP also contains fewer but more focused geographic priorities, making it possible for implementing agencies to base their engagement on relevance rather than political priorities. The increased focus on integration aims to ensure stronger ownership and better alignment with other relevant tasks performed by the agencies. A working group consisting of responsible ministries, implementing agencies, and civil society organizations is responsible for the coordination of this work.
